The NBA isn't just instituting draft lottery reform in 2027, it is also puttin
g in 2nd round reform. Next year, the top 16 picks of the 2nd round will be in
reverse order of the lottery result. So if a team draws the 16th pick in the
2027 draft, it gets to pick 1st in 2nd round.
