比日本、韓國慢一步但方向一致。

育率最低國家之一。

4. 一年少 9 萬人，人口不到一年掉 0.4%
截至 10 月底總人口 2,331 萬人，比一年前少了 9.2 萬人，等於在沒有戰亂、天災的情
況下，整體人口默默往下滑。

5. 新生兒比上月多一點，但比去年同期少兩成以上
10 月新生兒雖比 9 月多快一成，卻比去年同月少了 21.6%，顯示所謂「回溫」只是短期
波動，長期趨勢仍在下滑。

6. 粗出生率每千人只有 4.78 人，跟南韓一樣慘
台灣每千人一年只多4.78個新生兒，已經追平長年被視為「全球最低生育率」代表的南韓

par with South Korea…”
7.家庭愈來愈小，平均一戶只剩 2.37 人
平均每戶人口只有 2.37 人，年減 4.4%，顯示單身、頂客、小家庭成常態，家戶支撐照
顧老人的能力同步變弱。
“The average household size has also declined, down 4.4 percent year-on-year
to 2.37 persons.”
8. 每出生 1 人，就有約 1.7 人過世，高齡問題集中在都會
10 月死亡 15,908 人，等於每一個新生兒背後，有超過 1.5 個死亡個案；全台 65+ 占
19.9%，台北甚至高達 24%。

9. 補助生育、試管都上了，仍被批「救不了趨勢」
政府發現金、補助試管想拉高生育率，但專家直言這些措施頂多減輕壓力，談不上扭轉整

experts say these efforts fall short of reversing the trend.”
10. 勞動力結構必須大改，銀髮勞工與自動化缺一不可
學者呼籲企業多用「銀髮勞動力」，也要搭配自動化與職務設計重整，才能在缺工與高齡
化中找到新的平衡。
"Enterprises should hire more 'silver labor' to meet demand in certain
industries… He also called for government support in helping companies adapt
to automation.”
11. 展望 2045：人口掉到 2,070 萬，三分之一都是老人
國發會推估，2045 年總人口只剩 2,070 多萬人，65 歲以上占 35%，人口中位數 55 歲
，整體社會將正式變成「中老年國家」。
“…the population will drop to just over 20.7 million by 2045, with 35
percent of Taiwanese aged 65 or older and a median age of 55.”
Newsweek reached out to Taiwan’s Health Ministry by email for comment
